וַיַּאַסְרֵהוּ֩ פַרְעֹ֨ה נְכֹ֤ה בְרִבְלָה֙ בְּאֶ֣רֶץ חֲמָ֔ת במלך [מִמְּלֹ֖ךְ] בִּירוּשָׁלִָ֑ם וַיִּתֶּן־עֹ֙נֶשׁ֙ עַל־הָאָ֔רֶץ מֵאָ֥ה כִכַּר־כֶּ֖סֶף וְכִכַּ֥ר זָהָֽב׃
And Pharaoh-necoh put him in bands at Riblah in the land of Hamath, that he might not reign in Jerusalem; and put the land to a fine of a hundred talents of silver, and a talent of gold.
Ralbag on II Kings
and put the land to a fine: This means that he required a yearly tribute, and made Eliakim king over them.
